  I am as puzzled as James Hill that David Cameron appears not to be able to make his mind up on whether or not to introduce a short list. He has had many years to "consider" the matter. It is a trifle disconcerting to witness such apparent indecision in somebody who may be our future Prime Minister.
  
  Perhaps he should be asked the difficult "what sort of bikkies do you like?" question and see how long it takes him to come up with an answer.
