You know what? Much as I hate the things, I reckon the only answer is traffic lights. A red light seems to be the only thing that stops some vehicles.
When I came back from Folkestone about 5.30pm today there was a police car travelling at 50mph in the middle of the road from the Courtwood interchange with it's lights flashing to slow traffic down. There was a "Police Slow" board displayed but still motorists were overtaking the line of traffic sitting patiently behind the police car. Will they never learn? We turned off up Military Hill but the police car went on towards the docks so I don't know what happened after that.
Maybe you're right Paul, speed humps. What a pity people can't be trusted to use a bit of common sense while driving.
The friend I was with came up with what I thought was a funny reason for the speed. He said maybe the drivers come round the bend and see a ferry and panic thinking it's THE FERRY - they don't realise there's more than one a day!!
