Politicians decide who is going to be PM. The PM decides who is in the cabinet. The cabinet decide on policy. And this happens similarly at county and district council levels.
So, yes, politicians do make the decisions, all of them.
Except that the civil service and council officers then decide whether they will implement the decisions........or not.
