    caption for above picture:
"Shops closed, housework ceased, and all of Dover turned out to give the Queen a right royal welcome in March 1958 on her return from a state visit to Holland. She arrived at the Prince of Wales Pier in the Royal Yacht Britannia, commanded by Dover-born Terence Lewin. Here the Queen inspects a Guard of Honour of Gordon Highlanders outside the Town Hall. Above the shops behind them was a banner bearing the message: 'Welcome to Dover'."

(note the Prince Albert pub in background).
There is another picture, taken at the same time, inside the Stone Hall of Maison Dieu, showing the Queen and Duke of Edinburgh and lady in waiting in procession down the hall, past robed aldermen and town-councillors with Mayor Jack Williams escorting her.
