  The charter is not ok it prevents the DHB making any meaningful investment or financial contribution to the town.
  
  As Barry says the planning department is also partially culpable for the travails of the town.
  
  So to is the nature of our geography and our industrial history
  
  40 plus years of ineffectual local councils and petty political bickering between parties also has made a contribution to our problems
  
  As has the lack of a sizeable middle class
  
  and finally so to have the mass of the population that frankly do not give a toss about where they live and contribute to the neglect either through inactivity or even worse through talking the place down
