    With regard to utility companies digging up roads, It's allow about poor legislation and inactive councils.

    Councils are supposed to make sure the work is done to there satisfaction.
    But utilities have a loop hole by using the 'emergency'
    legislation.

    Best way is to legislate to give councils powers to take action against utility companies who make a mess and dont repair to a satisfactory standard.

    Would stop a lot of disruption
