This problem happened the other day too...you pay the carpark charges in the town but finish much quicker than you thought, so there is still an hour and a half left on your parking stubb you have already paid for...then you pop down the seafront for a cup of coffee and an ice cream at the kiosk and you have to pay all over again, as your first ticket is invalid in the second location. This is all while you are trying to support inner Dover's shops and cafes etc.
Its a bummer...why not give the customer a good financial kicking before he even starts to visit the shops...thats the operating philosophy.
