    I agree Barry that we do not need more legislation.

    Keith of course it is about priorities but this is about the social fabric, frankly we need a zero tolerance approach to anti-social behaviour (noise nuisance, littering, dog fouling, spitting, public swearing etc.). Only through the authorities demonstrating that they care will we encourage others to start to care. There is ample evidence that this works from many places around the world, (the broken window theory) if you couple it with the LRCF/Dover Pride initiative to board/brighten up empty shops we would see a significant improvement in the feel of the town and how people feel about it. Yes it requires a commitment from multiple agencies and some joined up thinking and action, but we cannot continue to let the NEETS and ASBO kids and associated junkies drunks and general ne'er do wells drag the town and the rest of us down.
