    here, here - I have noticed this and have edited them out...Chris - 'general political practise' is simply to open up selection and to allow the local selection panel to pick the right person for the job. Often that will be a local and often not. It is actually a strength of the system, after all why should a strong candidate, such as Julie, miss out on an opportunity to be a first class elected representative just because she was pipped at the post by another where she lives, it strengthens the candidate pool.
