    that doesn't surprise me bob, too many landlords only like to collect rents, usually from the benefits agency.

    there is no comeback for the victims i.e people who live nearby.

    if you try to get action taken the renting agency will say that their function is merely to collect rent, the owners will say that they renting agency is responsible for the tenants.
