Elect a Mayor by all means, but surely the Leader of the (District) Council should be elected by the majority party.
If we elect a Mayor, then for the sake of continuity, the post must be kept for 4 years; you can't have a situation that exists as at present (especially if greater powers are going to be given to Town Councils), where the Mayor decides that something is a good idea so supports that with funding, then next year, another Mayor comes along and doesn't agree, so changes it - if this applied to funding an intiative or perhaps a body, then funding could dry up or be taken away after just one year - or much less than one year.
