    Oops! Silly me. Howard does know, phew.

    Exactly Howard, if this is the case NOT collecting and composting it will leave the council with the cost of buying compost and mulch in. With only the figures in front of councillors and the pressure to combat the deficit it's little wonder that such schemes get through.
