    River is not a part of Dover in the sense of it coming under Dover Town Council. The mayor of Dover has no role there any more than the mayor of Herne Bay. The Chairman of a Parish Council has the same status in their Parish as the Mayor does in Dover.

    I did not see the letter but I can imagine what the issue is about.

    There are protocols that govern visits by mayors or Parish Council Chairmen to other Parishes or Towns and if they are not followed they can cause upset. It is all a matter of sheer curtosy at the very least.

    Storm in a teacup, maybe, maybe not - it depends on whether you think manners are important.
