    When budgets are "over", there is usually a Plan B.....and most of the time over-spends are factored in, as are slippages around time. It makes me wonder about the realistic perceptions of public planners if things are consistently slipping and over budget...? A good project manager is worth their weight in gold. I do guest spots...!!!!!
