I think the real problem here is lack of money. Difficult for UKBA i would imagine to verify half of the torture claimants..even medical practitioners working in harmony with UKBA cant verify torture in most cases. And as budgets have been cut dramatically HMG cant really expect a pint out of a half pint pot.
The obvious route into the UK is to claim you have been tortured..the word is on the streets of every economic downtrodden environment on the planet. Some claim this and some claim that and while there might be genuine cases there are many who are not. So its a very difficult area for UKBA. Very difficult to prove otherwise...rock and a hard place..cant win..
Im not sure just what level of medical expertise UKBA have on hand, but its an expensive addition to any service. Funding down and demands up.
