With all the millions being invested in Dover, I find it incredible that they haven't appointed a river and park warden. It's like spoiling the ship for ha'poth of tar.
Some one could be out all day walking or cycling the length of the river checking for rubbish and litter (fly-tipping) and illegal fishing (wrong time of year), no fishing-licenses etc.
I'm sure it would be a close-run thing - that the fines for the various misdemeanours, would make up their wages.
There would need to be agreement that any litter found would be cleared up immediately though and this warden would need the authority to issue enforceable fines.
They could also keep an eye on the various parks we have, even if it was only the strategic ones. Any illegal activities then a phone call would be made to a policeman who would come straight away - sorry, that's where it falls down, no coppers. Oh well. just a thought or two.
