What happens now is that clubs across the whole National League system (Step 1 -National and Step 2 - North and South) have been asked to vote on what happens next. My understanding is that the first question, asked only of Step 1 clubs is (my paraphrasing): should the two steps decide whether their own league carries on?
If 75% majority agree that they should, then the three leagues will deicide upon their own future. As of now, it looks like Step 1 (Dover's league) would carry on, Step 2 (North) would vote to null and void the season and Step 2 (South) is too close to call. However, the majority for null and voiding the North is so great it would carry the South with it.
In summary, that would mean that with no promotion from Step 2 to Step 1, Dover might just be ok as the logical correlation is no relegation from Dover's league (Step 1 to Step 2). Of course, expect more twists and turns mind you.
