  Absolutely - the picture was just an affectionate joke, nothing more - and was certainly not designed to cause offence or be a personal attack. All politicians from local to governmental level who work with public money should expect a little light-hearted leg pulling on occasion, it goes with the territory. Poor old Nigel's been the brunt of much silliness recently and, being a good sport, just laughs it off, and sometimes even joins in!
  
  Imagine if Gordon Brown were to demand an apology for every cartoon of him in the nationals!
