  I'd start by ignoring deadlines for spending my money. As for the harbour board's, I'd use it to maintain and improve the harbour, repay loans and develop student accommodation and the Wellington Dock site.
  
  It's not so much the hotel design that surprises me, as the need for and viability of another hotel.
