    You know that not to be correct, officers will and do fill vacuums.

    Labour groups like torires (and the short lib dem time in control in Dover)
    all were unwilling to break that cycle.

    To think otherwise shows you did not hsave your finger on the pulse.

    Like you Barryw I challenged officers, including the council solicitors, but that doesn't get away from the fact offcers have always run councils, and always will.
    That is the few things able to be controlled locally
