    Viewing areas I can think of, public areas at all council offices, libraries, museums, schools and as previously mentioned Town Halls.

    If there is the will a way could be found.

    If the paintings of long past dignitaries were sold that could pay for restoration work on those more interesting paintings of Dover past that are left, therefore self financing.
