  welcome to the forum elizabeth, i would agree that it is better for the odd ne'er do well to slip through the system and get a freebie than let a desperate family go without.
  
  a lot of the problems emanate from the dwp/atos where they stop someone's benefits then re-instate them later, which is useless if people are surviving on a week to week basis.
