    I think we might agree on much of this topic but the governments have had this debate and the inevitability seems that many functions will be devolved to the parishes and the districts will move toward combined services and possibly extinction. Witness the current trends on District joint working of which you will know more than I. I do believe that we should have more say in what is delivered locally.

    I believe that we are seeing the end of a thick wedge.

    What I dont want to see - nor does DTC - is that the people dont suffer in the meanwhile. Thus we must make a plan.

    I was deeply involved in Local govt Re-organisation in 74 when I came back to Dover and saw the challenges encountered.
