  This was the original plan Howard, the idea being that the little corner boozer or those not doing food should be exempt.
  The government took the view that people who did not frequent pubs would suddenly start using them, in reality that never happened. Certainly in my view there could have been pubs for smokers providing they didn't do food and excluded children, thus giving people a choice.
