    Probably that hoardings that are painted over, look like hoardings that have been painted over and less "arty"; they're also more likely to be abused by paint sprayers.

    I travelled to London every day for over 6 months when Jean was in hospital a few years ago and going up the A2 through South London to Guys hospital, you can easily see the inner city decay and graffitti that destroys areas; hoardings are a definite target.

    These false fronts can have any image on them I guess, so why not promote our historic sites and attractions, or even other (local) businesses - for a fee.
