I cant answer for Deal John, and not even Dover these days. The Deal situation was historical, inherited by myself when I became chairman and in Dover Town we did not put candidates up for DTC at all during my chairmanship. This sorry situation has only occured after I finished my stint.
Incidentally, there is only one Tory on DTC as far as I know as I am not aware of a certain person changing her status on DTC. Interestingly a member of a political party can stand as an independent and be an independant. They are only Conservative candidates, for instance, if they are selected, endorsed and supported by the Conservative Party for the election. Also, as Councillors, someone changing Party staus or allegiance, would need to seek Party approval to be officially Conservative councillors (in Parliament this would be called applying for the whip).
The alternative could be chaos, someone could join the party, then stand and call themselves Conservative without any official approval at all and indeed might not even share Conservative values or support the policies. So it is an important distinction.
