    This tread was not started as Blame blame but to hilight that there are some very vulnerable people in our district .The 10% of income does come into play but so many of our houses have old heating systems ,no loft installation andin some cases only one fire .I have visited some of these homes .I have also seen the problems when radiators have been turned off to save money .Stop blame blame and look at the bigger picture .It would do some of you good to visit some of these homes .
    In the larger homes where you only have one elderly resident some live and sleep in just one room just to keep down the cost of fuel bills .Yes and its here in River .
