Hamass is made up of political and extremist Islamic factions making it difficult to recognise one part and not the other. And it is not only the Islamic sides that are divided amongst themselves, the capital of the Gaza strip is Bethlehem where the church of the Sepulchar is so divided amongst Christian sects they have a ladder sitting there for over a hundred years because no-one can agree on who should move it and the keys have had to be held by a muslim family for generations as none of the Christian groups can be trusted with them. You are looking at an area of the world where almost every rock is sacred to some sect or other so any agreement would always leave at least one group opposed and claiming persecution.
