    Who said the money would go to central government?

    Not the Shadow Chancellor.

    The money for Dover did not come from tolls but a profit share element. i.e.Community Dividend.

    It was certainly convenient for opponents to the scheme to peddle the myths.

    Pluses:-

    workers looked after[shareholdings]

    Pensioners looked after [guaranteed pension fund]

    Community benefit/annual income

    infrastructure investment from capitol released


    I accept we could not sell the story but the losses are Dover's .
