    the people of dover district want to see clean streets, less graffitti, less rundown businesses.

    nothing will ever be perfect, but council tax is paid for the "street scene".

    are you saying that there is no budget for street cleaning?
    one of your fellow town councillors has already espoused doubts as to funding and enforcement.

    what priorities are there?
