I think if a £50 pound note comes wafting down the street in a force 8 and finds itself under yer foot you should keep it for sure. I would think this comes under the term of treasure and finders keepers etc etc. But if you find a wallet or a purse with ID inside and credit cards and so on it should be handed in as it clearly is the property of an individual.
However society being the way it is now, with hordes chasing out your identity in order to steal the few bob youve got, then it is unfortunate but unlikely that you would get your wallet/purse back as it would be a gifthorse for some. The terms spending and spree comes to mind.
