This is another one of those amalgamation of service ideas with the obvious goal in mind to save money. We have seen a number of these already. Maybe its understandable in these hard times with cuts promised left right and centre by all main political parties and with local Councils also on the financial rack.
Interesting way of doing things though...All the councils meet and the idea in theory gets the green light, then the individual councils meet and they approve it formally...at the end of all that the tenants are asked for their opinion. Might it not be better to have the consultation with the tenants prior to all the meetings??
