    that is clearly the long term plan, first the white cliffs careline, then the rubbish collections now this.

    interesting that ms chandler trundles out the usual line about "improving services" when it is just about cost cutting.

    yes, but only a third so they can have as many strong views as they wish, they will not be involved in the decision making.
