    Paul the tenants have been involved .In 2008 the tenant reps on the District Group were being consulted and in the January 2009 edition of the tenants News Letter "Close to Home " there was a two page article explaing what a shared Landlord service would mean .The only thing the tenants have not done is to have a ballot and under government guidlines this is not necessary as the proposal is not a stock transfer .In other words the houses are not being sold
    The houses will still be owned by the councils and tenants will still have the same rights as now .
