    A few observations

    1. If you clear the pavement outside your house and someone unfortunately manages to slip and fall over on the cleared part they have to show that you cleared it with the express malicious intent of harming someone in order to successfully sue you.

    2. Most employers will not take someone on without a fixed abode, in fact in many cases they want evidence you have been there, or at your previous address for at least 6 months; thus making it almost impossible for the homeless to get work.

    3. No-one chooses to be homeless, virtually all who find themselves in that position would rather not be there and are desparate to get out of it.

    4. As Sue pointed out what few hostel places are available are taken and the majority of people take a NIMBY attitude to applications to open more. The only solution to this problem is to provide the facilities to firstly help those who find themselves in difficulties and try to prevent them becoming homeless in the first place and secondly, if that fails to provide adequate hostels/shelters and support services to help people get back on their feet.
