16:0137079Some time ago I done posting on should there be acut back on councils,ie Do we need two main councils town and District and small parishes councils.
I do think we have,lets just look at the the District and Town first.
If the District and town council had both been blue we all know that the looes would still be open.But it is more than that power is already going from the district to KCC and in the new year we are going to see more of that.
The District are saying that town and parish should take more on,so why have a district council at all.We have over forty parishes council in our district,if they get more of the power and that is what the K.C.C. would like to see anyway, and what is left the Town council can take over,this would be a very big saving.Some of the officers at the district are very good and know their job and they could be keep on.I think that some of the parishes could link up with each other to. What do you think?Good or Bad.

3 councils to many
with this comes for priory maxton elms vale alone
2 county cllrs
3 district cllrs
4 Town councils
far to many
on top of this you have allthe officers that go with it
then look at the senior officers and the wages they get(not earn)
more so when you gedt to over £80,000 which there are many
how can ikt be justified
so i feel b est way forward
Do away with KCC give powers to DDC and DTC
and bring decisions down to the most local level(even communities0
it can be done with a little thought

should we become a unitary authority, then KCC and DDC would be kaput.
i rather like the idea of people elected in dover, presumably living here too would have the control and funds to look after things that are relevant only to dover.
it would be interesting to hear from our members that live in the sticks on the subject of their parish council being in the same position.

23:5437165Its getting late and this is a subject that needs a lot of thought .We are in the sticks Howard River and Alkham .The way some of you go on it means going back to prior 1974 .
Can you see all the parishes being regrouped as it was then .Politics have moved on since then .For excample in River we would have a committee to deal with licencing as we have three pubs and a club plus a bowling club which has a licence .Then we would have to pay for officers to sort out all the planning applications .If we get rats we would need environmental officers .Then we would need a special department to collect our rates /.Of course we would need to employ refuse collectors .When you deal with contracts on a smaller scale it costs more money .Of course we would need to build an office to carry out the adminstration as it could hardly be done by a part time clerk from, home .
Howard you have your Town Council with eighteen councillors a large precepted income what more do you want .By the way Car park money is ring fenced /.Every so often car parks need resurfacing .Staff need to be employed .Meters need maintaining Dream on
WE would not have to worry about Social Housing as the twelve we have come under a RSL Dover Town Council would have a lovely time sorting out the repairs ,tenants meetings etc .

00:0937166maybe i did not explain my thoughts on the future well susan, the unitary authority would still make the big decisions.
surely locally your parish council would be in the best position to decide about licencing matters, bus shelters, village hall, decisions on planning, sports grounds, that sort of thing.
obviouslt things like refuse collections, social housing and the like would have to be run by the overseeing organisation.
i fail to understand what you are saying about the town council and it's precept.

10:2637176Howard a few yeaers ago DTC had a 29% increase in their precept .I dont have their accounts to hand but they did have several thousand in reserves ..
The River resident I spoke to seems to think DDC are having jollies .That is where the general public have it wrong .THe budgets have been cut to the bone ,you are lucky to get a biscuit .When I first become a councillor we had receptions etc ,garden parties all gone years ago .
Yes you have followed my drift Howard but if a small parish takes on the responsibilties I out lined you would need officers /That incurrs costs .Dont forget a small council would still have the governance and audit .With sounding over the top I think my residents are kept very well informed by myself .
