Sir there is alot of shops in Dover more then most sea side towns but because they need a room for car parks they are not in the town centre Dover is a very old town when I was a young person all the shops were taken but that was many years ago, and problem is there is only room for small shops,and as we all know they do not make money any more ,the leaders of the town need to think out of the box ,sorry to say that would cost would be to high, a lot of town need to be pulled down and a new centre built with more room for cars the town hall will be great when open and will be a great help.but it stands on its own it will need a rebuild around it ,this will never happen for many years. But Dover is on the way up and changes are happing but taken along time ,Dover had a lot of damage done in the last war, and it has taken many years to put right, and on top of that councils over the years have made the wrong moves like taking all the lanes away .I could go on and on .
