    I agree with what you say Bern and in particular that the policy has not been thought through properly.
    Any addiction is a problem, firstly many alcoholics are in denial and refuse to accept the fact that they have a problem, secondly a drug addict is probably already stealing to feed his/hers addiction and to stop benefits would mean that they would steal more.
    As for better means of dealing with it that is a difficult one. Statistics show that very few heroin addicts can give up the habit permanently and simply return to their old ways. The same applies to an alcoholic, although the success rate is somewhat better.
