    Howard, don't think that is the case. Something to do with Human Rights, Children's legislation and more. I've spent last two and a half years listening to UKBA and Phil Woolas or his predecessor going thru.this. You can be sure KCC challenge the processes on your behalf as do Hounslow, Slough andothers who are Gateway [points of entry] areas. There are robust Audit and legal challenges to get your money back -and with some success.
