  Howard, the Local Government Assn [LGA] represent All Councils. They have a Migration Forum which meets with UKBA [Immigration], Home Office, Ministers etc. The Forum meets three times a year. Many of the funding issues of yester year have been sorted and refunds come accordingly. The issue surrounds the type of service each local authority provides and Human Rights issues which government wants to enforce but not pay for.Add the LSC- whilst still in being paying for language training- and local authorities employing community development officers[not funded] to interface with Migrants in an attempt to avoid local unrest thru. cultural differences and you have a major funding imbalance.
  
  I personally know this to be the case because, I represent the South East on this grouping. The Forum is UK wide, which is unusual as normally Scotland , Northern Ireland and Wales are normally channelled thru. their respective Government offices.
  
  There is a discussion particularly from the North about the rise of the BNP in their areas, which politicians and officials put down to Migration issues
