PR costs, but good effective communication needn't. And if PR accumulates further business, outweighing the cost of the PR, could it be called a waste of money? I am not, by any means, telling you what to do - I am not in your position and do not have your insights and experiences - but sometimes when one is in the middle of the maelstrom it is hard to see what it looks like from the outside. My own opinion is that PR need not cost a fortune, that it can be money and effort well spent, that the best PR is from within, and that sometimes councils need to spread their own reputation - if it is worth spreading - a little further in order to attract. You yourself said, quite rightly, think small and you will be small.
