When you say why can't the Town do something about it, but it depends on who "they" are.
If the Town Council, then it depends on those they are in bed with, but it sadly won't make much difference at all; their "partners" hearts and minds are not in it, sadly it won't be me, nor ever likely to be again.
If the Chamber of Commerce, then I'd best not pass any comment at all, as even after 4 wasted months, anything I say, will be construed as sour-grapes.
I've been saying that for months Brian, but tell me who is going to do it, or at least organise and oversee it ?
