Thanks Paul.
The period it was open (illegally) showed that none of those issues actually arose:
1) Parking (parked cars) was never a problem (that I noticed - any time of day).
2) It shouldn't be up to the business to enforce any parking problems anyway, so parking should not have been an issue.
3) Smells wasn't a problem either, so the extractor fan must have done its job O.K.
4) Pedestrian traffic wasn't increased significantly either, so that wasn't a (real) problem.
5) I didn't even notice the siting of the extractor fan, so the visual side could not have been an issue either.
6) I can't remember the hours of operation, but they usually do have a restriction and as it is residential around there, it wouldn't have been too late (probably 11.30)
Applicants can be advised that their application won't be passed if it is obvious that it just isn't right or doesn't comply.
The Planning Committee only get to see a small minority of applications, the rest are decided under delegated powers - if there is no objections, no complications or no contentious issues.
Vic - There would need to be planning committees sitting every day if we saw all of the applications.
Roger
