    Of course over the years the fayre would have risk assessments in place .

    But that just moves away from the decision made .

    Who made the decision ?
    Why ?
    How much Influence did police have ?


    Thankfully the DDC were embarrassed into doing a U-turn

    So maybe now, if it was anti social behaviour that was the concern (as no one has come forward from DDC to explain )
    That they have a plan to help deal with it
