    Some Landlords do not reply at any letters and really don't care about the state of their shop building, or the affect it is having, on the Town it is in.

    Some Towns have had shops tidied up and sent the invoice to the Landlord, some have had co-operation from the Landlord, but the biggest and most important part, is having the will to start the ball rolling and no one it seems - in Dover, is willing or able to start that ball rolling.
