Its correct the planning officers have in some cases strict guildines, and whilst some cllrs changing may change a few things, councils have such little power to change things these days that i dont think things will change.
I'v made it clear on here how i'm no great fan of the planning dept, and having seen how they work and how they can stop or allow something is interesting.
let me give you an example;
I wont name the place to protect everyone lol
Two dis used house that were homes to drug dealing/using was up to be knocked down and a very nice establishment to replace it.
When i SUPPORTED this application because getting rid of drug dealers, and getting someone to pay for a nw build and brightemn the area was a gd move.
At the planning committee the chief officer made so many reasons why this application had to be REFUSED!!! not believing my ears, I went for a site meeting where the cllrs go on site to look at the place and then the sub committee at the site meeting report back to the full committee.
at the site meeting i said nothing different than what i said at the full planning committee.
At the end the chair said to the officer "how can we accept" this appliocation
The officer who at the planning committee was adament it must be refused, then outlined how it could be passed!!!!
And it was!!!
Just remember there was no NEW evidence for the officer to change his mind!
Then you can see why I have concerns about the planning dept
