    So... the Tories would use this to select local candidates from local people and not parachute in someone from far away like Mayfair or Park Lane.

    The trick would be to have a rubbish person as the secondary candidate so that the primary candidate would be an obvious and compelling choice [I note that no-one has said that the losing candidate in Totnes was any good].

    And... Tory central office could then pre-select the candidates.
