    Towns, like any businesses, need to adapt to survive. Pubs and restaurants have done that in response to changes and those that didn't have failed. Services always have to adapt to survive, and to do that they need to know and anticipate their customer needs. Dover must do that too. The councils will be a crucial part of that but I do not have an abundance of confidence in that.......
