  The problem is most of the owners see them a s a "Butch Status" symbol.
  
  I am surpised the police in Dover have not asked these owners to put them on leads (A regular gathering place is outside the post office in Pencester).
  
  Of concern is (if what I am told is true) that part of drug/alcohol rehabilitaion is that dogs are part of the therapy and that such owners are able to claim a dog allowance...yet another waste of taxpayers money
