Theresa May winding up police by using their handling of riots as a reason to push through directly elected police commissioners.
Having claimed his actions quelled the riots when the police did not consult him!!!!!! Flashman goes back on his pledge to cover their costs.Toys out of pram?

there is a cost to policing these type of events
there isnt an alternative,
what appears here is a move to take on the very people that mr camerons
claims to be proud of.
